Job Description

Duration:
Permanent .  A panel may be formed from which future similar vacancies may be filled; such a panel will remain active for a maximum period of 12 months.

 

Background:

The Teagasc Finance Department comprises three teams reporting to the Head of Finance – the Financial Accounting team, the Management Accounting team and the Financial Operations team. 

The Financial Accounting team manages and maintains the Finance Department system and report writing function and supports the rest of the Finance Department and users of the finance system and financial reports throughout Teagasc. The team also leads the production of the management accounts and financial statements, manages the C&AG audit, provides support and advice on tax compliance and manages the banking function of Teagasc.

 

Teagasc is seeking to recruit a high calibre team member to the Financial Accounting function with the leadership, customer service, passion and commitment required to lead the development and maintenance of financial system and report writing function and develop the overall Teagasc Finance function. The person appointed will have technical and finance systems / report writing support experience.

Basic Function:

The Finance Systems Specialist will be an innovator who will lead the development and maintenance of Teagasc’s financial systems to optimise data management, processing efficiency, integration, security and reporting.   They will be a skilled project manager who will lead on implementation of new functionality/controls in response to changes in legislation, stakeholder and governance requirements, and will deliver training modules and materials for finance related systems.  They will change manage finance system developments and upgrades and will coordinate the development of reports, KPIs, dashboards, workflows and alerts from the finance systems to support finance daily operations and Teagasc business needs.  This is a service oriented role which is central to the Finance Department with strong links to ICT and across all business areas.  It requires a confident networker who can deliver excellent customer service.

 

Hybrid Working:

Applications under the Home Working and/or Remote Working polices of the Agile Working Programme may be considered for up to 2 days per week.

Job Objectives

Main Duties and Responsibilities:

  • Work collaboratively with stakeholders to develop and implement a Finance Systems Strategy which captures the optimum range of opportunities to enhance transaction processing, financial management and financial reporting systems in Teagasc.
  • Collaborate creatively and constructively with teams including HR, Procurement and other business units whose systems integrate/interface with finance systems, to project manage delivery of coordinated system and process development.
  • Provide end user support for finance related systems, and with ICT support minimise system downtime.
  • Lead and mentor the Finance Business Process Analyst fostering strong communication and team cohesion, to achieve business objectives.
  • Develop and deliver system user training and provide standardised ‘how to’ documentation and workflows.
  • Maintain appropriate controls to protect the integrity of information in Teagasc financial systems including system security, access control, and ensuring adequate segregation of duties.
  • Audit system usage and provide risk/opportunity assessments.
  • Lead on the maintenance of the Finance Department business continuity plan.
  • Assist Teagasc in meeting the commitments of the Quality Customer Service Charter and Action Plan.
  • Actively participate in the annual business planning and Performance Management Development System (PMDS) processes.
  • Fully co-operate with the provisions made for ensuring the health, safety and welfare of oneself, fellow staff and non-Teagasc staff and co-operate with management in enabling Teagasc to comply with legal obligations, including full compliance with the responsibilities outlined in the Safety Statement.

Qualifications

Candidates must have:

  • A Level 8 qualification as recognised on the National Framework Qualifications (NFQ) in Finance, Information Systems, Computer Science or related discipline

OR

  • A recognised professional accounting qualification

AND 

  • A deep understanding of accounting principles and their application
  • Experience working in tandem with ICT/vendors to deliver changes to finance systems/system implementations
  • A project management qualification
  • A qualification in leadership/change management

Skills/Knowledge

  • In depth knowledge of Accounting IT systems.
  • An understanding of the principals of ICT Security and what controls should be in place to protect financial data
  • Knowledge and experience of relational databases, data modelling and ETL tools
  • Demonstrable proficiency in building and effectively managing a wide range of internal and external relationships.
  • Proven record of innovation
  • Project management skills and proven ability to lead other functional leads through project phases and manage change.
  • Strong orientation and commitment to meeting the needs of end users.
  • Excellent and advanced English communication skills (verbal, written, digital and formal presentations).
  • Risk management skills.
  • Excellent organisational & time management skills with strong attention to detail.

 

  • Knowledge/experience of implementing/maintaining complex business system integrations.
  • Familiarity with Integra, People XD, Power BI, MS Office and with SAP Crystal Reports.
