Job Description
Basic Function:
The post-holder will act as the lead Applications Analyst for the NFS ICT system redevelopment project. They will:
- Lead requirements definition, analysis, and translation into functional and technical specifications
- Manage public-sector procurement, including tender preparation, evaluation, and contracting
- Oversee the delivery of an upgrade to the existing application, including SQL Server upgrades, the new data collection application, and reporting changes
- Coordinate vendor activities, manage project risks, and ensure adherence to Teagasc ICT standards
- Support data migration, security testing, user acceptance testing (UAT), and training
- Ensure successful deployment and adoption of the new system across NFS operations
This is a key technical and project-management role responsible for ensuring that the modernised NFS system is delivered on time, within budget, and in compliance with EU FSDN requirements.
Background:
Teagasc – the Agriculture and Food Development Authority – provides integrated research, advisory and training services to the agriculture and food sectors. The ICT Department supports over 1,000 employees across more than 50 locations through six units: Applications, Technical Services, Service Delivery, Development, Research & Innovation, and Security/Continuity.
Teagasc has secured EU funding under the Farm Sustainability Data Network (FSDN) to modernise the ICT systems underpinning the National Farm Survey (NFS). The NFS is Ireland’s official survey for the EU Farm Sustainability Data Network (FSDN) and will now support expanded environmental and social data requirements under EU Regulation 2023/2674.
The existing NFS ICT system—built in 2005 and reliant on legacy components such as Integra eSeries, Crystal Reports and bespoke Excel workbooks—is no longer fit for purpose. Teagasc will undertake a major two-year ICT redevelopment to:
- Upgrade the SQL Server backend
- Replace the Excel-based data collection tool with a secure, modern web application
- Redevelop reporting using Power BI or equivalent
- Enhance integration with external administrative and environmental datasets
- Improve data quality, scalability, system security, and sustainability
- Ensure compliance with FSDN requirements and GDPR
To lead this work, Teagasc requires a dedicated ICT Applications Analyst (NFS ICT Upgrade Project) to manage requirements, procurement, vendor delivery, testing, and rollout.
Note:
This position requires occasional attendance outside normal working hours and some travel between Teagasc offices.
Job Objectives
- Work with NFS business unit to understand and improve performance through ICT and process improvement.
- Identify and document user requirements for Application Solutions.
- Analyse requirements and design optimal solutions aligned with Teagasc architecture.
- Manage procurement processes in line with public-sector rules, selecting external service providers to develop and implement solutions.
- Ensure solutions are properly integrated with other Teagasc systems and platforms.
- Oversee user acceptance testing and ensure solution quality.
- Project manage solution implementation, including planning, communications, budgeting, and vendor management.
- Manage ongoing support/enhancement of application systems and ensure adherence to standards and best practice.
- To assist Teagasc in meeting the commitments of the Quality Customer Service Charter and Action Plan.
- To actively participate in the annual business planning and Performance Management Development System (PMDS) processes.
- Fully co-operate with the provisions made for ensuring the health, safety and welfare of themselves, fellow staff and non-Teagasc staff and co-operate with management in enabling Teagasc to comply with legal obligations. This includes full compliance with the responsibilities outlined in the Safety Statement.

Eligibility

This is an open public competition. Should a current serving Teagasc staff member be successful in their application through open public competition for this post, their current contract of employment with Teagasc will come to an end on taking up this post. |
